The HT Strengthening Hydro-Met Services Project was designed to bolster Haiti's capacity to deliver tailored hydro-meteorological and climate information services to the civil protection and agriculture sectors, thereby enhancing disaster and climate resilience. The project sought to establish a centralized online data management platform, strengthen inter-institutional data sharing, and develop specialized interfaces for end-users. It included institutional strengthening, capacity building, and the repair/upgrade of existing hydrometeorological equipment. However, the project faced significant challenges including delays in procurement, institutional weaknesses, political instability, natural disasters, and the COVID-19 pandemic, which hampered its implementation and limited its overall success. Key components included institutional strengthening, identifying user requirements, and project implementation support.
