The USAID/Haiti Pilot Project for Sustainable Electricity Distribution (PPSELD) Transition project, implemented by NRECA International, aimed to expand electrification in Haiti and attract private investment. The project focused on providing reliable and efficient electricity service in the PPSELD service area, including the Caracol Industrial Park (CIP) and surrounding communes. Key tasks included operating and maintaining the 10 MW generation plant, reducing non-technical electricity loss, and facilitating the transition to a future private operator. Despite challenges posed by the COVID-19 pandemic, the project maintained high levels of service quality and reliability, achieving significant success in revenue recovery and power availability. The project also supported the Government of Haiti's efforts to privatize the electricity service, although negotiations with potential operators were ultimately unsuccessful during the project period.
