This short report reviews the status of UNMIH after the Security Council extended its mandate to 30 June 1994 by resolution 905 (1994). It notes that the Haitian military authorities failed to meet their obligations under the Governors Island Agreement, which led the Council to adopt additional sanctions in resolution 917 (1994). It records the conclusions of the Friends of the Secretary-General on Haiti of 3 June 1994 and the resolution of the OAS Foreign Ministers adopted at Belém on 9 June 1994, both supporting a strengthened mission. The Secretary-General states that the deterioration of the situation has changed the circumstances under which UNMIH was planned, and that the Council may wish to modify its mandate, which would require estimating additional resources. Pending that, he recommends extending the current mandate for one month to allow consultations.
