Report of the Secretary-General on the Question Concerning Haiti (S/1994/593)
- The report responds to paragraph 5 of resolution 917 (1994), which required a report by 19 May 1994 on military compliance with the Governors Island Accord.
- Paragraph 18 of resolution 917 sets conditions that must be met before the measures are completely lifted.
- The Secretary-General reports no change in the attitude of the Haitian military, who took no steps to comply with paragraph 18.
- The Commander-in-Chief of the Haitian Armed Forces supported an attempt to replace the legitimate President of Haiti illegally.
- The Security Council members condemned that attempt on 11 May 1994 (S/PRST/1994/24), as did the OAS Permanent Council.
The report is submitted to the Security Council under paragraph 5 of resolution 917 (1994) of 6 May 1994, which asked the Secretary-General to report by 19 May 1994 on the steps the military had taken to comply with the Governors Island Accord. It recalls paragraph 18 of that resolution, which sets the conditions for completely lifting the measures. These include the retirement of the Commander-in-Chief of the Haitian Armed Forces, the departure of the Chief of Police of Port-au-Prince and the Chief of Staff, legislative actions, the proper environment for deploying the United Nations Mission in Haiti (UNMIH), and the return of the democratically elected President. Having regard for the views of the Secretary-General of the Organization of American States, the Secretary-General regrets to report that the military have taken no steps to comply. He notes that the Commander-in-Chief supported an attempt to replace the legitimate President illegally, which the Security Council members and the OAS Permanent Council condemned on 11 May 1994.
