Key Findings
Full Description

This is UNODC's full country review report on Haiti (154 pages), examining implementation of Chapter III (Articles 15-42, criminalization, detection and law enforcement) and Chapter IV (Articles 44-50, international cooperation) of the UN Convention against Corruption, under the review process established by the Conference of States Parties at its third session in Doha in 2009. The review for the 2010-2015 cycle was conducted by governmental experts from Colombia and Indonesia, with support from the UNODC Secretariat.

The report analyzes Haiti's implementing legislation article by article against the Convention's requirements, covering offences including bribery of national and foreign public officials, embezzlement, trading in influence, abuse of functions, illicit enrichment, money laundering, obstruction of justice, and concealment, as well as liability of legal persons, prosecution and sanctions, freezing and confiscation of assets, protection of witnesses and reporting persons, and international cooperation mechanisms including extradition, mutual legal assistance, and joint investigations.

This is the detailed legal-technical report that underlies the shorter executive summary published in 2023 (also held in this batch); the two should be read together, with the executive summary as the more current synthesis and this report as the fuller article-by-article record. Figures and institutional references are as published by the UN; the corpus text is the native PDF text (not OCR).
