Le Moniteur, 173e année, No. 77, Monday 30 April 2018, carrying an arrêté given on 13 March 2018 on the quality of cement and construction steel.
Article 2 requires the Ministry of Commerce and Industry, after the opinion of the Ministry of Public Works, Transport and Communications, to authorise import on production of a technical dossier: for cement, the type, setting time, density and strength class; for reinforcing bars, the surface type, smooth or ribbed, the diameter and length, the ultimate tensile stress, Young's modulus and ductility; for structural and ironwork steel, the length, the squaring of the bar or beam, the sheet thickness, the ultimate tensile stress, Young's modulus and ductility. It also requires the plans, sections and technical specifications for prefabricated metal structures, and the references of both the foreign producer and the supplier. Article 3 puts steel for public works and state buildings under the approval of the Ministry of Public Works.
Article 4 makes the Laboratoire National du Bâtiment et des Travaux Publics the Ministry's agent for quality control of imported and locally milled materials, jointly with the Administration Générale des Douanes for imports, with the importer financing the verification tests against a quote from the Laboratoire. Customs clearance requires written authorisation from the Ministry on the Laboratoire's quality report. Article 5 sets entry into force sixty days after publication, during which the Ministry publishes numbered circulars with the technical prescriptions and control procedures. Article 6 repeals contrary arrêtés.
The preamble grounds the measure in Haiti's high seismic and cyclonic risk and in the national quality infrastructure. The issue also carries a nomination to the Ouest delegation and Resolution No. 1 of 30 April 2018 authorising measures to facilitate the acquisition and installation of equipment for the national biometric identification system.
