The arrêté creates an Autorité régionale d'Aménagement for each of four regions, North, Centre, South and West, and for the urban community of Port-au-Prince. Regional planning authorities sit between the departmental administration and the communes, the level at which land-use planning, infrastructure siting and urban growth are actually decided, and Haiti's constitutional architecture provides for departments and communes but not for regions, so an authority at that scale is created by executive act.

The nominations printed in the same issue are dated across late March and early April 2017: Jose Joseph Daniel as Special Adviser on 31 March, Mario Florvil as Director General of the Ministry of Youth, Sports and Civic Action on 22 March, Meniol Jeune as Director General of the Ministry of National Education and Vocational Training on 3 April, and Jean-Michel Silin as Director General of the Budget.
