Key Findings
Full Description

Le Moniteur, 170e année, No. 28, Wednesday 11 February 2015, carrying an arrêté of Michel Joseph Martelly given at the National Palace on 10 February 2015.

Article 2 creates a presidential commission named the Commission Nationale pour la Modernisation du Transport en Commun. Article 3 sets its mandate, which opens with producing recommendations for modernising the public transport system. Article 10 puts execution with the Prime Minister and the Ministers of Economy and Finance, of Commerce and Industry, and of Social Affairs and Labour. The preamble cites constitutional articles 136 and 163, the decree of 4 November 1983 organising the Ministry of Social Affairs and the decree of 13 March 1987 restructuring the Ministry of Commerce and Industry.

Public transport in Haiti runs on privately owned tap-taps and buses under an informal fare and route structure, and it is the single largest recurring cost in a low-income household budget after food. The corpus holds the 2019 arrêté renewing this commission's mandate, and holding the creating instrument beside it fixes what the commission was asked to do.
