Legislative Agenda for 2017
- Sets out fifty priority texts grouped into thematic axes, from the business climate onward, so the executive's legislative intent for the year is stated as a list rather than a narrative.
- A planning document from the Secretariat General of the Council of Ministers, which makes it the counterpart to the register of acts actually signed.
- Read against that register, it shows which of the fifty priorities became instruments and which did not.
This short document sets out, in the executive's own terms, what it intended Parliament to legislate in 2017. It describes itself as establishing the legislative agenda for the current year, made up of thematic axes running from the business climate and economic development through to national security, each axis containing a number of texts identified as priorities for the country's development. There are fifty such texts, grouped in three categories according to their status: those already transmitted or tabled in Parliament, whether government bills or members' bills, and further categories for texts at earlier stages. Read against what actually reached the statute book - the free-standing laws in this same batch on the financial intelligence unit, the National Education Fund, solid waste management and three-shift working, all gazetted between May and September 2017 - the agenda allows the government's legislative intent for a single year to be compared directly with its output.
