Investigation into the assassination of John Billy Alexis at Mare-Rouge on 20 March 2011
- Seventeen named witnesses and officials were interviewed, from the police and the courts to the dead man's family.
- The network concludes that supporters of the candidate leading at the centre had no interest in sabotaging it, and that the other camp's supporters were caught disrupting it.
- An off-duty officer went in uniform to a jurisdiction not his own on polling day, apparently to campaign.
- One man was jailed the same day and at least four warrants were issued on the strength of one camp's account.
The runoff of 20 March 2011 passed off calmly across the country apart from incidents that cost two lives, and the network opened this investigation because the accounts circulating about one of them, the killing of John Billy Alexis at Mare-Rouge in the commune of Môle Saint-Nicolas, contradicted each other. It interviewed seventeen people, named in the report: police at Mare-Rouge and Port-de-Paix, the clerk of the Mare-Rouge peace court, the government commissioner and his deputy and the acting dean at Port-de-Paix, election observers, the dead man's father, mother and aunt, employees of a bar-restaurant, supporters of both candidates for deputy and a detainee in the Port-de-Paix civil prison.
Its conclusion is that supporters of one candidate had no interest in sabotaging the polling centre at the Ecole Nationale de Mare-Rouge, since his opponent was leading there, and that supporters of the other were caught in the act of causing chaos in that centre. It also finds an off-duty officer breaking the law by going in uniform to a jurisdiction not his own on polling day, apparently campaigning. The judicial consequences ran the other way: a man was arrested and jailed the same day on the strength of one camp's information, and at least four warrants were issued against the other candidate's supporters. The network asks the courts to be impartial, to go to the scene and reconstruct the events, to identify and try the real authors and co-authors of the killing, to release the detained man if he is held for nothing else, and to stop acting in the service of the INITE platform.
