State Modernization Programme (PME-2023): Administration at the Service of Users
- Is the successor programme to the 2012-2017 framework, running 2018 to 2023 under the banner of an administration in the service of its users, with the presidential statement of 11 October 2018 setting the test as better public service at better cost for citizens and motivating, equitable management rules for civil servants.
- Records the constitutional quota of at least 30 percent women as unmet, with fewer than 30 percent of women in state institutions, so the programme measures itself against a rule already in force rather than a new target.
- Names staff turnover as a problem to be reduced, alongside the low internet penetration rate, which places the human and technical constraints in the same results framework.
- Defines the mandate of the drafting committee explicitly: propose an implementation plan for what the population expects of public service, identify structuring reforms capable of durably transforming public action, propose a short, medium and long term vision, determine the strategic axes to guide sectoral and intersectoral modernization plans, and propose an institutional arrangement.
- Builds a results framework on measurable shares, including percentages of budget, of equipment, of staffing and of resources, plus user satisfaction rates and transparency measures.
- Frames modernization as citizen-facing rather than internal, which is the difference between this and a civil service reorganization.
The State Modernization Programme 2018-2023, OMRH's successor to the 2012-2017 framework programme, published under the banner of an administration in the service of its users. Its test is stated in the presidential remarks of 11 October 2018: better public service at better cost for citizens, and management rules that are motivating and equitable for civil servants.
The drafting committee's mandate is set out explicitly, which is what separates this from a strategy document: propose an implementation plan for what the population expects of public service, identify structuring reforms capable of durably transforming public action, propose a short, medium and long term vision, determine the strategic axes that should guide sectoral and intersectoral modernization plans, and propose an institutional arrangement to carry it.
The results framework is built on measurable shares, percentages of budget, of equipment, of staffing and of resources, user satisfaction rates and transparency measures. Two constraints are named rather than assumed: the constitutional quota of at least 30 percent women is unmet, with women under 30 percent in state institutions, and staff turnover is described as too high and in need of reduction, alongside a low internet penetration rate. That combination, a legal obligation already in force and an attrition problem, is what the programme has to work against.
