Report on the Study Visit to Estonia on the X-Road Interoperability Platform
Summary: OMRH's official report (prepared by a MENFP staff member) on the October 2015 study visit to Tallinn, Estonia, documenting the delegation's itinerary and findings on the X-Road platform Haiti was considering to make state institutions interoperable.
Key Findings
- Documents a fourteen-person delegation from twelve Haitian institutions, including the DGI, MEF, MENFP, MSPP, AGD, OAVCT and ULCC, on mission in Tallinn from 3 to 10 October 2015, with OMRH represented by its Coordinator General and USAID and IFMS also present.
- Records what the X-Road platform actually carries in Estonia rather than what it promises: developed from 2000 and running without interruption since 2001, serving more than 2,000 public and private services with about 600,000 transactions counted in 2014.
- Notes that the platform has been adopted beyond Estonia, by Finland in 2014 and by Namibia, and is developed by Cybernetica, a private limited company created in 1997 at the Estonian Academy of Sciences with 110 staff in 2015.
- Identifies the precondition Haiti would have to meet: every Estonian citizen is identified, with an identity number assigned at birth, a mobile ID and a four-digit PIN validating transactions, and universal high-speed internet.
- Records that digital signatures and authentication are legally equivalent to handwritten signature and face-to-face identification in Estonia, with the ID card carrying 2,048-bit public key encryption.
- Reports the health information system managing 18,736,795 medical documents in eighteen categories for about 1.4 million patients, including foreign patients, and used by more than 1,500 providers.
- Notes that Estonia's e-governance rests on laws covering the use, security and sanctions of electronic exchanges and on discussion forums including the private sector, so the legal groundwork accompanies the technical platform.
