Manual of Human Resources Management Procedures for the Civil Service

OMRH's manual of human resources policies, norms and procedures for the Haitian civil service, in 304 pages. It covers the management cycle end to end: strategic workforce planning, recruitment and appointment, career management, evaluation, discipline and separation, with the forms and steps each stage requires.

Its purpose is standardization. Haitian ministries have run HR practice differently from one another, which is what makes a headcount hard to establish and a payroll hard to audit, so a single manual applied across institutions is the precondition for both. Read with OMRH's other reform documents, it states the practice against which any later assessment of civil service capacity is measured.
