Prime-Ministerial Circular on Rationalizing Recruitment in the Civil Service
Summary: Circular of 15 October 2009 in which Prime Minister Michèle Duvivier Pierre-Louis directs every ministry and public body to fill all vacant and newly created posts on merit and by competitive examination. It requires them to send their staffing needs, job terms of reference and the matching budget provisions to OMRH, which under articles 55 and 56 of the 17 May 2005 decree coordinates civil-service recruitment; the same rule is extended to contract staff, excepting ministerial private offices. The circular states plainly that any recruitment departing from this line will not be validated. It is the earliest instrument in the corpus asserting central control over civil-service hiring, and Circular No. 044 of August 2014 reuses whole passages of its text.
