MSPP Annual Public Procurement Plan, FY2023-2024
- Is the ministry's validated and published annual procurement plan for 2023-2024, giving each intended contract its budget line, amount in gourdes, procurement method, planned launch and signature dates and financing source, which is what makes procurement checkable in advance rather than after the fact.
- Records the largest single lines as 200,000,000 gourdes for manuals and other inputs and a further 200,000,000 for other medical inputs, followed by 150,000,000 for blood transfusion and 127,000,000 for medical materials and equipment across three lots of 25, 40 and 40 million.
- Includes 48,000,000 gourdes for new treatment centres and 30,060,000 for ambulance acquisition, with a further 25,000,000 for emergencies.
- Prices small rural health centre construction individually, from 7,500,000 gourdes at Boucan-Lamiel to 7,000,000 each at Tête d'Eau in Baradères and Moisson in L'Azile, 6,000,000 each at La Croix in Jacmel and Molière in the Fond Melon section, 4,500,000 at Chevalier in Coteaux and 3,000,000 at Desormeaux in Bonbon.
- Records 5,000,000 gourdes for alternative energy at one facility and 5,000,000 for monitoring the plan's own implementation, so oversight is itself budgeted.
- Names the procurement methods per line, open national tender, restricted tender and direct agreement, with CNMP oversight indicated by a yes or no per contract.
Annual procurement plans are the point at which a Haitian ministry's budget becomes a pipeline of specific contracts, and they are among the few procurement documents published before the fact rather than after. This is the health ministry's plan for fiscal year 2023-2024, in the validated and published version dated March 2024. Its table is structured column by column: the object of the intended contract; the financing source, distinguishing public Treasury investment from public Treasury operating funds; the budget reference code; the credits available in gourdes; the nature of the contract; the procurement method, with the open-tender and restricted variants indicated; the a-priori control threshold and whether CNMP review applies; the location; the probable launch and signature periods; and the indicative execution period spread across the four quarters. The instruction on the form requires the table to be filled in chronological order of priority. Read against budget execution or against later CNMP procurement audits, a plan of this kind allows intent to be compared with outturn.
