National Strategy Document for Growth and Poverty Reduction (DSNCRP)
- Costs the whole strategy rather than leaving it declaratory: 154,526,257,520 gourdes across all objectives, broken down objective by objective with the implementing ministry named against each line.
- Sets the poverty path the strategy is measured on, a poverty rate falling from 55.0 percent to 53.5, 52.4, 51.2 and 50.2 percent across the projection years, on an assumed real GDP growth rate of 4 percent a year.
- Raises investment from 10.8 percent to 14.3 percent over the period, with public administration spending at about 10 percent of GDP in 2007 and the deficit excluding official transfers slightly above 6 percent of GDP between 2007 and 2011.
- Puts electricity as the largest single sector allocation at 24,037,000,000 gourdes, of which 14,100,000,000 for improving the productivity of generating plants through equipment acquisition.
- Allocates 16,051,950,790 gourdes to the education objective including 4,004,632,688 for creating and equipping new school places, against 7,641,000,000 for health.
- Commits 8,000,000,000 gourdes to rehabilitating and protecting watersheds, water sources and priority catchments over 2007-2010, and 4,150,000,000 to modernizing basic rural agricultural infrastructure.
- Derives its poverty-growth elasticity from survey data for a sample of 62 countries (Ravallion, 2004) rather than from Haitian data, which is worth knowing before the projections are reused.
- Organizes the whole around three pillars, growth vectors, human development and democratic governance, with the macroeconomic framework and costing set against them.
The DSNCRP is Haiti's full Poverty Reduction Strategy Paper, prepared by the technical secretariat of a dedicated commission under the Ministry of Planning and External Cooperation and issued in November 2007 under the banner 'pour réussir le saut qualitatif'. Its first part documents the extent of poverty and inequality, their characteristics and determinants, and how both moved between 1986 and 2006. It then sets out the challenges to 2015 and the strategy itself, built on three pillars: growth vectors (agriculture and rural development, tourism, infrastructure, science and technology); human development with priority to basic social services; and democratic governance with priority to justice and security. Later parts give the macroeconomic framework and policies, then the costing, financing, implementation and monitoring arrangements. It is the reference national strategy for the late-2000s period and the document against which subsequent Haitian growth and poverty plans were positioned.
