Methodological Guide for Communal Development Plans
- Defines the PCD as a local planning instrument connected to Haiti's national planning system.
- Details preparatory, diagnostic, participatory and programming phases for communes.
- Provides tables and tools for communal diagnosis, logical frameworks, investment plans and validation.
- Serves as the methodological backbone for the GOFICO-hosted communal plans recovered in this batch.
The guide is a reference document for Haitian communes and planning actors preparing a Plan Communal de Developpement. It starts from the planning approach of the 1987 Constitution and the commune's place in the national planning system, then describes the preparatory phase, steering committee, technical and participatory diagnosis, communal vision, objectives, strategy analysis, project-quality criteria, logical framework, investment plan, monitoring and validation of the PCD.
