Decree establishing the General Budget of the Republic of Haiti, FY 2024-2025
- The FY2024-2025 general budget was established by decree of the Conseil Présidentiel de Transition, given on September 30, 2024 and published in Le Moniteur Spécial No. 50 of October 1, 2024, and was not voted by a Parliament that is not functioning.
- The budget is balanced at a total envelope of HTG 323,445,000,000, an increase of HTG 68,624,400,000 or 25.7 percent over the FY2023-2024 revised budget of HTG 254,820,600,000.
- Domestic resources are estimated at HTG 215,689,200,000, grants at HTG 75,120,706,744 and internal and external financing at HTG 32,635,093,255; global budget support is set at zero, so all grant funding is project aid.
- Current expenditure is HTG 175,498,279,467, of which wages and salaries alone are HTG 92,529,595,609, compared with capital expenditure of HTG 147,946,720,533 including HTG 121,119,000,000 for programmes and projects.
- Public debt service is fixed at HTG 23,607,890,183, with debt amortization of HTG 22,379,767,265 and an IMF debt cancellation of HTG 1,282,800,000.
- Article 47 creates a Fonds de Soutien à la Sécurité Nationale (FSSN) to fund buildings, equipment, recruitment and training for the constitutional Force publique, leaving its financing and management to a subsequent decree.
- The decree amends the Investment Code, the free-zone law, the patente, income tax, TCA and excise regimes, introduces emergency passport fees, and requires that all state contracts be denominated and paid in gourdes.
This decree, given at the Palais National on September 30, 2024 and published in Le Moniteur (Journal Officiel de la République d’Haïti, 179th year, Spécial No. 50) of Tuesday October 1, 2024, establishes the general budget of the Republic of Haiti for the fiscal year running from October 1, 2024 to September 30, 2025. It was adopted by the Conseil Présidentiel de Transition and was not voted by Parliament, and is signed by the Conseiller-Président Edgard Leblanc Fils, Prime Minister Garry Conille and the members of the cabinet.
The budget is balanced at a total envelope of HTG 323,445,000,000, a 25.7 percent increase over the HTG 254,820,600,000 revised budget for FY2023-2024. Resources comprise domestic revenue of HTG 215,689,200,000 (internal revenue HTG 156,040,171,341, customs receipts HTG 57,149,028,659 and other domestic resources HTG 2,500,000,000), grants of HTG 75,120,706,744, entirely project aid with global budget support set at zero, and internal and external financing of HTG 32,635,093,255, including HTG 16,203,800,000 in Treasury bonds. On the expenditure side, current spending is HTG 175,498,279,467, of which wages and salaries account for HTG 92,529,595,609, and capital spending is HTG 147,946,720,533, of which programmes and projects account for HTG 121,119,000,000. Public debt service is set at HTG 23,607,890,183. The decree also carries forward projections of HTG 348,267,800,000 for FY2025-2026 and HTG 381,805,700,000 for FY2026-2027.
Beyond the appropriations, the decree creates a Fonds de Soutien à la Sécurité Nationale (FSSN) to finance construction, equipment, recruitment and training for the constitutional Force publique, with its funding and management arrangements left to a later decree. It amends the Investment Code of September 9, 2002, the free-zone law of July 24, 2002, the patente decree of September 28, 1987, the income tax and TCA decrees of 2005, and the vehicle registration decree of May 26, 2006; introduces fees for emergency and extreme-emergency passport issuance; adjusts excise duties including those on tomato paste and ketchup; requires that all state contracts be denominated and paid in gourdes; and restates the operation of the Compte Unique du Trésor (CUT) in place since FY2015-2016.
