This is an arrete (decree) published as a Special Number of Le Moniteur (Journal Officiel de la Republique d'Haiti), 174th year, No.18, dated Monday 30 September 2019. Adopted in the Council of Ministers on the report of the ministers a.i. of Economy and Finance, of Planning, and of External Cooperation, it modifies the distribution of budget credits under the Loi de finances rectificative 2017-2018, which was carried over (reconduite) to govern execution of fiscal year 2018-2019 in the absence of a budget law voted by Parliament. Article 1 sets out the transfers and virements (de-allocations and re-allocations) applied entity by entity and title by title (Titre I Personnel, Titre II Biens et Services, Titre III Immobilisations, Titre IV Transferts, Titre V Service de la Dette, Titre VI Autres depenses publiques, Titre VII Operations financieres). Detailed tables (pages 3-20) show, for every ministry, public institution, and independent body (executive, legislative, judiciary, independent organs), the pre-reallocation credit, the amounts desaffectes and reaffectes, and the resulting post-reallocation credit, separately for operating (fonctionnement) and investment (investissement) credits, and further broken down by section and article for internal services.
