Annexes to the general budget of Haiti, fiscal year 2021-2022 (Le Moniteur, Spécial No 13-A)
- The statement of reasons says the FY2021-2022 budget was finalized so late that, on the statutory calendar, the FY2022-2023 budget should already have been well advanced.
- The annexes carry the March 2022 public-service headcount and wage bill over 87 of the volume's 188 pages, the largest annex.
- Other annexes cover the macroeconomic framework, the public investment program, poverty-reduction credits and a recapitulation of tax exemptions granted.
- Promulgated May 16, 2022 in Le Moniteur Special No. 13-A, about eight months into the fiscal year it governs.
Volume of annexes to the FY2021-2022 general budget, promulgated in the official gazette as Le Moniteur Spécial No 13-A on May 16, 2022. The exposé des motifs is candid about the delay: it notes that under the budget calendar set by the Loi sur le processus d'Élaboration et d'Exécution de la Loi de Finances, preparation of the following year's budget should already have been well advanced and institutions should already have known their definitive credit ceilings, and attributes the delay to an unfavourable socio-economic and political context.
It describes a fiscal year opening in the aftermath of the August 14, 2021 earthquake, the assassination of the President, tropical depression Grace and intensifying gang violence and kidnapping for ransom, compounded from October 2021 by a fuel shortage in the first two months of the year and a further escalation of armed-gang activity, with a sharp rise in the prices of basic necessities. The remainder of the volume is the budget's supporting documentation, laid out in the gazette's own pagination: exposé des motifs (pp. 1-4), macroeconomic framework (5-19), public investments (20-45), geographic classification (46-51), functional classification (52-56), poverty-reduction credits (57-61), forecast drawdowns on the Treasury special accounts (62), Emergency Fund forecasts (63-64), civil pension forecasts (65-66), resource and expenditure forecasts for certain institutions without legal personality (67-69), the public-service headcount and wage bill at March 2022 (70-156), detailed operating credits by section and expenditure title (157-169) and by directorate (170-182), public intervention credits (183-184), and a recapitulation of tax exemptions granted for the year (185-186).
