Annuaire de législation haïtienne: the laws, decrees and arrêtés of 1914
- The arrêté of 24 February 1914 requires the classical secondary studies certificate, first part, for admission to dentistry.
- Its stated ground is that the 1908 conditions were insufficient for a branch requiring serious general education.
- Examination sessions are fixed in July and October, shared with candidates for the National School of Law.
- 1914 is the last full year before the United States occupation, so the volume closes the pre-occupation legislative order.
The eleventh year of the Annuaire, covering the laws voted in 1914 together with the contracts, decrees and principal arrêtés of general interest.
Among the education instruments, the arrêté of 24 February, published in Le Moniteur of 28 February 1914, amends the arrêté of 2 September 1908 on entrance examinations to the National School of Medicine. Its considérants hold that the conditions set in 1908 for admission as a student of dentistry were insufficient, and that this branch of medical study covers matter whose assimilation requires a serious general education. Article 1 accordingly requires candidates for the dental surgeon's diploma to hold the certificate of classical secondary studies, first part. Article 2 sets the examination sessions in July and October each year, open to pupils of the lycées and colleges and to young people seeking admission to the National School of Law.
Raising an entry qualification is a supply decision: it improves the quality of the cohort and reduces its size, and in a country with few trained clinicians both effects matter. The corpus holds the 1906 statute of the same school, so the two can be read together.
1914 is the last full year before the United States occupation, which makes this volume the closing record of the pre-occupation legislative order.
