- The volume prints the full statute of the École Nationale de Médecine et de Pharmacie, with the curriculum listed article by article.
- Three deputy professorships are filled by competitive examination and carry a right to a chair after two years.
- The year's customs laws, the public debt and a commercial treaty head the editor's review.
- A medical school statute is a labour-supply instrument: it fixes who may enrol and who may teach.
The third year of the Annuaire, covering 1906.
The review names the year's customs laws, the public debt and a commercial treaty. The volume prints in full the law regulating the practice of medicine and reorganising the École Nationale de Médecine et de Pharmacie: Article 1 lists the teaching, from medical physics, chemistry and natural history through anatomy with dissection and operative medicine, histology, obstetrics, physiology, medical and surgical pathology, therapeutics, hygiene, legal medicine, toxicology, the medical, surgical and obstetric clinics, pharmacy, dentistry and bacteriology. Article 2 fixes the staff at a teaching director, chairs, three deputy professors appointed by competitive examination, a botanist gardener and a porter; a candidate must hold a doctorate in medicine or a pharmacist's diploma, and after two years a deputy is entitled to a vacant or new chair. Article 3 sets three teaching hours a week, Article 5 the disciplinary penalties.
A medical school statute is a labour-supply instrument. Haiti's stock of trained clinicians and pharmacists is set by who may enrol and who may teach, and this is the text that fixed both for the first decades of the century.
