Law of 28 August 1951 coordinating the agriculture department's services and defining the Water and Forests Division's duties

The law of 28 August 1951, published in Le Moniteur No. 75 of 6 September 1951. The FAOLEX record carries the article that defines the duties and obligations of the Division des Eaux et Forêts.

Article 11 lists them: preliminary studies of irrigation and drainage projects; administration and upkeep of all state irrigation systems and control of private systems; control of groundwater use; extension and application of methods for conserving renewable natural resources; protection, organisation and administration of state forests and reserved zones, protection and control of privately owned forests, and control of the exploitation of state forests by private parties or concession companies; extension and application of methods for conserving wood and by-products; and compilation of meteorological and hydrological data for irrigation, flood prevention, use of water power, soil conservation and river control.

This is the clearest statement in the corpus of what the Haitian state undertook to do about water. Meteorological and hydrological data collection is placed inside the same division as irrigation administration, which is the institutional root of the series now published by the agriculture ministry and used across the data lane.
