This is the founding instrument of the State telecommunications monopoly that shaped the sector until liberalization, and the corpus has almost no primary law for the ICT sector, so it fills a real gap. Signed 12 October 1977. Its preamble is itself a source, listing telegraph conventions and tariffs back to 1890.
