Decree of 29 November 1960 enabling DARNDR to cover irrigation study, construction and maintenance costs

The decree of 29 November 1960, taken under the decree of 17 August 1960 granting full powers to the head of the executive for six months to restore the general economy.

The preamble records that receipts from the irrigation tax will feed a special non-budgetary account named the Fonds Spécial d'Irrigation, and that the agriculture department must be put in a position to cover the costs of study, construction and maintenance of the irrigation systems. Article 1 requires the irrigation service to submit, by 30 October each year, a programme of works for the coming exercise in order of priority, with detailed plans and estimates and the location and duration of each project. Article 2 gives each project a serial number and forbids execution without the secretary of state's approval. Article 3 authorises the director general and chief accountant of DARNDR to draw on the Fonds Spécial d'Irrigation for study, execution and maintenance. Article 4 requires each drawing to follow a reasoned request from the irrigation chief with a detailed estimate. Article 5 requires a report on the execution of each project.

An earmarked fund fed by a user tax, with an annual prioritised programme and per-project drawings, is a public-investment mechanism of a kind Haiti has rarely sustained. The corpus holds the 1959 irrigation tax decree and the 1953 arrêté that set up the collection machinery, so the design can be read end to end.
