Decree of 13 May 1936 sanctioning the International Convention for the Protection of Plants
- The decree sanctions the Rome convention of 16 April 1929 for the protection of plants, with the treaty text printed after it.
- Publication falls to the secretary of state for foreign affairs.
- A recognised phytosanitary regime lets an exporter's consignment clear a foreign border.
- The 2013 general quarantine regulations sit downstream of this treaty.
The decree of the National Assembly of 13 May 1936, taken under article 28 of the Constitution.
Article 1 sanctions, to take full and entire effect, the convention signed at Rome on 16 April 1929 for the protection of plants. Article 2 requires publication in the journal officiel at the diligence of the secretary of state for foreign affairs. The convention text follows in the same document, and the record is reproduced in the Code des Lois Haïtiennes de l'Environnement.
Plant protection conventions are trade instruments as much as agricultural ones: a phytosanitary regime that other states recognise allows an exporter's consignment to clear a foreign border, and the absence of one is a standing barrier for Haitian mango and other horticultural exports. The corpus holds the 2013 general quarantine regulations, which sit downstream of this treaty, and the agricultural trade diagnostics that turn on phytosanitary capacity.
