- Written in March 2018 by Mely Jean Claude, an Uniterra volunteer, with support from OGDNH.
- Step 1 at city hall costs about 500 to 700 HTG; MAST filing needs 3 copies of the founding act with at least 11 signatures.
- MAST attestation printing fees total 1,000 HTG.
- Step 2: the 2017-2018 finance law requires every legal entity, associations included, to register with the DGI.
- DGI costs listed include 1,000 HTG per tax number, 15,000 HTG for the patente and 2,500 HTG for the fiscal identification form.
- Step 3 lists the documents Unibank, Sogebank and BNC ask for to open an account.
The guide is bilingual, in French and Haitian Creole, and was written in March 2018 by Mely Jean Claude, an Uniterra volunteer, with support from OGDNH. It has two parts: the main principles around organizing an association, and the procedure for legal recognition. Chapters cover the reasons to create an association, the categories of association, how one is organized, the bylaws and internal rules, and the founding act. The procedure has three steps. Step 1 is recognition at city hall and at the Ministry of Social Affairs and Labor (MAST), with copies of the founding act, bylaws and minutes. Step 2 is registration with the DGI, which the 2017-2018 finance law requires of all legal entities. Step 3 is opening an account at Unibank, Sogebank or BNC. Annexes give an agenda, a special register, minutes, a founding act and model bylaws. The guide is 39 pages.
