- Defines a seven-year local development plan for Kenscoff covering 2008-2015.
- Uses participatory planning structures, including local coordination committees, a communal management committee, public meetings and sector tables.
- Diagnoses the five communal sections of Kenscoff across environment, municipal governance, population, education, agriculture, health, water, sanitation, energy, communications and transport.
- Highlights severe erosion risks across roughly two thirds of the commune, landslide risk, demographic pressure and deforestation as central territorial constraints.
- Translates the diagnosis into strategic axes and project sheets for services, infrastructure, local governance, environmental management and territorial access.
This plan is a commune-scale development-planning document for Kenscoff. It was prepared after a process that began in 2004, when the municipality and GAFE worked with local elected officials, CASEC and ASEC representatives, community organizations, churches, producer groups and other local actors. The methodology section describes identification of local actors, creation of local coordination committees and a communal management committee, a three-month survey using 25 investigators across the five communal sections, public meetings, sector tables and validation of priority actions.
The diagnostic covers the physical setting of the mountain commune, erosion, landslides, quarrying, demographic pressure, deforestation, municipal organization and finances, population distribution, education, agriculture, health, water, sanitation, energy, communications and transport. The strategy section translates that diagnosis into intervention axes and project sheets across public services, environmental management, agriculture, infrastructure, roads and tracks, institutional strengthening and local mobilization. For HaitiDocs, it fills an important Ouest metropolitan-area planning gap for a highland commune that is environmentally sensitive and functionally connected to Port-au-Prince.
