Institutional Evaluation of FACN and its Poultry Infrastructure at Cayes-Jacmel
- The evaluation reviews both FACN's poultry infrastructure and its institutional capacity for a proposed poultry support project in the Sud-Est.
- FACN had industrial hatchery capacity but one incubator was out of service and actual 2009 production used only part of installed capacity.
- The report finds FACN could meet CASE's initial broiler-chick needs, but could not supply the planned 52,500 laying hens within 12 months.
- FACN's bamboo-cage production capacity was enough for the annual project target but not for the two-month delivery schedule in the project file.
- Feed supply was a constraint because existing and planned feed capacity would be insufficient for the proposed number of layers and broilers.
- The conclusion says FACN had institutional capacity to conduct the project if weaknesses in procedures, personnel rules, organization chart, internal control, feed planning and client follow-up were corrected.
Prepared for the Direction des Initiatives Économiques of the Fonds d'Assistance Économique et Sociale by William Gustave and Roosevelt Saint-Dic and dated June 2010, this evaluation covers the Fédération des Associations Caféières Natives as an institution together with its poultry infrastructure at Cayes-Jacmel in the Sud-Est. The pairing is itself the finding of interest: a coffee producers' federation operating poultry facilities is a case of agricultural organizations diversifying beyond their founding commodity, and the evaluation assesses both the institution and the physical assets. FACN also appears in the FAO Quinte annex in this batch as an actor in the Marmelade coffee zone.
