EDH Revised Budget 2018

Electricity of Haiti (EDH) • 2018 • 48 pages
Summary: Électricité d'Haïti's revised 2018 budget, dated April 2018, setting out the budget's orientation and the revised figures. EDH's finances sit at the center of Haiti's fiscal problem — the utility's losses are among the largest single claims on the treasury — and the company publishes almost nothing. This is the first EDH document in the corpus, and it survives only because the Internet Archive captured it before the site went dark.
Full Description

Électricité d'Haïti's revised 2018 budget, dated April 2018, setting out the budget's orientation and the revised figures against the initial 2018 budget. EDH's finances sit at the center of Haiti's fiscal problem, because the transfers that cover the utility's losses are among the largest single claims on the treasury, and a revised budget is where the assumptions behind those transfers are restated mid-year.

What makes this document worth reading is that it names the performance measures the revision depends on. It plans to raise billing from 40 to 65 percent and collection from 85 to 95 percent, which together define the commercial loss the utility is trying to close. Those two ratios are the arithmetic behind every subsidy figure in the state budget, so the revised budget can be read as the utility's own statement of how much of its own revenue it expects to capture, and by extension how much the treasury will have to supply.
