This report accounts for the activities the DINEPA carried out between 1 October 2024 and 30 September 2025 and the state of progress of the projects and programs it manages, in support of Haiti's drinking-water and sanitation (EPA) strategy adopted in November 2022 and its 2032 vision. For fiscal year 2024-2025 a results-based budget, the "Budget Programme Simplifié", was established for the third time with World Bank support, in two sections (finance and technical) built from the annual operating plans (POA) validated by the funders.
The program's total budget is 65,021,830.00 USD, drawn from project financing, the Trésor Public and DINEPA's own domestic funds, and divided by sectoral expenditure with access to drinking water accounting for 61.5 percent. The report presents disbursement of funds by source and by project, including the Port-au-Prince III project (HA-L1103), the EPA sector-reform program (HTI-003-B), the Grand Nord drinking-water and sanitation project (HA-L1135) and the IDA-financed EPARRDD program (E170-HT), noting that financing from the UNICEF ASWA, CDC and REGLEAU programs reached its term during the exercise and is no longer available for 2025-2026. Figures are as published by the DINEPA; the text layer is OCR from the page-images the DINEPA published, so any specific figure should be checked against the source before it is used as data.
