The Simplified Programme Budget is DINEPA's results-based budgeting tool, in preparation since late 2023 with World Bank support and now in its second edition, intended ultimately to become the institution's principal instrument for aligning budget allocations with expected results and with the performance of DINEPA and the OREPA in managing the drinking-water and sanitation (EPA) investment portfolio. The FY2025-2026 edition was prepared from the estimative data of the annual operating plans (POA) produced by the financing programs in force. It records that, following the September budget rectification, the Trésor Public granted DINEPA a four-year budget envelope for 2024-2028 of 1,080,079,916.00 Gourdes, equivalent to about 8,182,423.60 USD, covering both operating and investment costs. The document sets out the methodology for building the operating budget, a forecast budget by project for 2025-2026, and the financing of the program. Figures are as published by the DINEPA; the corpus text comes from the original PDF (now unlocked), so specific figures can be cited from it directly.
