The report is the CSCCA's twelfth RSFPEDP, prepared from the 2025 general account (compte général), which the Minister of Economy and Finance sent to the Court on July 6, 2026, after the deadline. It reviews the economic context, budget execution, the financial situation and the efficiency of spending in selected institutions, and ends with five main findings and recommendations.
The Court finds that the economy stayed in recession for a seventh straight year. Real GDP fell 2.7 percent in 2024-2025, after 4.2 percent the year before, compared with a budget framework that assumed 1.0 percent growth, and year-on-year inflation was 31.9 percent in September 2025 compared with a government target of 19.1 percent. The budget was amended twice, the second time seven days before year-end. The final budget of HTG 317.7 billion was executed at 84.3 percent on spending and 77.2 percent on resources, leaving a deficit of HTG 22.6 billion after three years of surplus.
On financing, the public debt ratio to GDP kept falling and monetary financing stayed at zero, but Treasury bill issuance rose sharply, grants made up a larger share of current revenue and external financing came in far below forecast. Program and project spending reached only 46.8 percent of budgeted credits, much lower than operating spending, with weak execution in several priority sectors. The Court says the lack of physical and results data limits any judgment on efficiency. It repeats earlier recommendations on implementing reforms, results-based management and follow-up of its own recommendations.
