Key Findings
- The January 2019 report responds to a Senate Assembly resolution of 1 February 2018 requesting a CSCCA audit of PetroCaribe fund managers for September 2008 to September 2016.
- CSCCA aimed to assess project results, effectiveness of public spending, procurement procedures, contracts, project management, legal compliance and administrative irregularities.
- The Court reviewed BMPAD disbursement resolutions, PetroCaribe bank transfers at BRH and BNC, development projects and related contracts, and MEF-authorized disbursements to ministries and autonomous bodies.
- The audit scope included projects authorized by 14 Council of Ministers resolutions under six governments and projects or contracts linked to PetroCaribe but not authorized by resolution.
- The Court reported serious limits in document access: it sought information from 20 April 2018, received very little initially, and chose to report on projects with complete files while continuing to request the rest.
- Sample findings include an over-disbursement prejudice of 22.429577 million gourdes on the solar-streetlight project and unsupported management fees for that project.
