Externe et HELICO S.A.
La Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA) accuse réception le 6
juin 2020 de votre correspondance datée du 3 juin 2020 et référencée (MPCE/UAJ/CSCCA/2063).
par laquelle vous lui avez soumis le projet de contrat signé entre le Ministère de la Planification et de
la Coopération Externe (MPCE) et HELICO S.A. pour l’affrètement de trois (3) hélicoptères à bord
desquels cette société va s'engager à assurer le transport des hauts Dignitaires de l'Etat haïtien, des
Cadres de l'Administration publique nationale ainsi que des Dignitaires étrangers en visite en Haïti.
pour un montant de TROIS MILLIONS TROIS-CENT-QUARANTE-CINQ MILLE QUATRE-
VINGT-QUATORZE ET 46/100 Dollars Américains (3,345,094.46 USD) payable en gourdes au
taux référentiel de la Banque de la République d'Haïti, pour une durée de douze (12) mois allant du
1" octobre 2019 au 30 septembre 2020.
La Cour s'étonne du retour de ce dossier dont avis défavorable a été donné par correspondance en
date du 23 mai 2020 référencée CSCCA/19-20/S-185-S154 dans laquelle la recommandation ci-après
avait été faite au Ministère de la Planification et de la Coopération Externe (MPCE) : « Le Trésor
public gagnerait si l'Etat haïtien consentait à faire l'acquisition d'avions ou d'hélicoptères dédiés ou
transport aérien des personnalités visées dans ce marché de location de près de trois millions et demi de
dollars américains sur une année ».
Ce marché n’est pas dans l'intérêt de l'Etat haïtien.
La Cour retourne à nouveau ledit projet de contrat au Ministère de la Plegiféäton
