FY2024-2025 Annual Public Procurement Plan, PNCS

The plan is filed on the CNMP standard form for fiscal year 2024-2025 and lists eight planned contracts of the Programme National de Cantines Scolaires (PNCS), the school feeding program attached to the MENFP. The first page carries five numbered lines: two minibuses for field agents in the Ouest department (HTG 9,400,000.00, price request DEPX), computer equipment for the central and regional offices (HTG 10,000,000.00, simplified procedure PRAL), office supplies for the central office and annexes (HTG 14,500,000.00, PRAL), detergents (HTG 9,500,000.00, DEPX) and a security company for the PNCS premises (HTG 14,000,000.00, direct agreement GRGR, 12 months). The continuation page carries three lines: school meals for pupils in the Nord and Ouest departments (HTG 350,000,000.00, services, GRGR, 4 months), food commodities for the school feeding program in the Nord, Centre and Sud regions, to be executed by region (HTG 150,000,000.00, supplies, GRGR, 3 months), and four transport vehicles for PNCS operations under the MENFP (HTG 23,000,000.00, restricted national tender AORN), a procedure launched in fiscal year 2023-2024 whose evaluation report is marked as under validation at the CNMP.

All eight lines are financed by the Treasury operating budget (TF) with budget codes 410, 401, 400, 290 and 320. CNMP a-priori control is marked yes for the security company, the school meals, the food commodities and the four vehicles, and no for the four smaller supply lines. Launch is planned for January or February 2025 and signature for February or March 2025 for the new lines; the vehicle line shows a launch in August 2024 and a signature in October 2025. The form prints no total amount. The document is signed by the coordonnateur général of the PNCS.
