The plan is filed on the CNMP standard form for fiscal year 2024-2025 and lists fourteen numbered contracts of the Ministère de la Culture et de la Communication (MCC) over three pages. The operating budget lines (TF) are: telecommunications services in two lots (HTG 22,563,906.12, services, direct agreement GRGR, signature December 2024, 10 months), fuel in two lots (HTG 73,749,600.00, supplies, GRGR, November to December 2024, 10 months), building maintenance covering cleaning, painting, fumigation and rodent control (HTG 11,649,320.00, services, PRAL, signature January 2025, 9 months), office supplies (HTG 8,693,744.00, DEPX, 9 months), sanitary and cleaning supplies (HTG 8,990,000.00, DEPX, 9 months), staff catering including drinking water, coffee and sugar (HTG 13,473,556.00, GRGR, November to December 2024, 10 months), office furniture (HTG 5,882,527.00, DEPX, 6 months), computer hardware and software (HTG 4,815,527.00, DEPX, 4 months), vehicles (HTG 27,800,000.00, signature January 2025, 1 month) and transformation works on the administrative building (HTG 7,500,000.00, DECO, 2 months). The investment budget lines (TI, code 1412-1-12-50-32 and 50-33) are: fitting-out and adaptation works at the central office and the decentralized services in the Nord and Sud (HTG 25,000,000.00, works, PRAL, March 2025, national, 6 months), communication, sound and computer equipment (HTG 7,000,000.00, DEPX, March 2025, 8 months), a vehicle for the Direction de l'UEP (HTG 9,000,000.00, DEPX, March 2025, 1 month) and the organization of four training workshops (HTG 7,000,000.00, intellectual services, PRAL, April 2025, 6 months).
CNMP a-priori control is marked yes for the telecommunications, fuel and vehicle lines and no for the others. Most operating lines are planned for launch in November or December 2024 and signature in December 2024 or January 2025; the investment lines are planned for March and April 2025. The form prints no total. The plan is prepared by the chief accountant, reviewed by the administrative director and approved by the Minister.
