Full Description

The plan covers fiscal year 2024-2025 across 7 pages and numbers planned contracts from 01 to 72. Lines 01 to 24 are stated in a footnote to have been launched before fiscal year 2024-2025 and carried into this plan under the principle of continuity. Externally financed lines under World Bank project P177072 (the PARSA project, Projet d'Agriculture Résiliente pour la Sécurité Alimentaire) are priced in US dollars and use donor selection methods (SFQ, SFQC, QCIN, DPAN) with no CNMP a-priori control; a footnote states that donor thresholds differ from the national thresholds of the order of 14 April 2025 and that the CNMP exercises no a-priori control under donor procedures. The largest dollar lines include an operator for community participatory works in the Grande-Anse and Nippes at USD 7,800,000, a service provider for post-harvest technical packages at USD 2,800,000.00, an operator for community works in the Centre at USD 4,400,000.00, a firm for the rehabilitation of 38.16 km of agricultural tracks in five lots at USD 997,807.00, a supervision firm for irrigated perimeters at USD 700,000, a consultant for the inventory of phytosanitary products at USD 175,000.00 (IDA-D9834), a consultant to monitor UNOPS works at USD 87,100.00 and inputs for fruit-fly control at USD 69,230.00. The remaining lines are financed by the Treasury (TI and TF) in gourdes under national modes (AOON, AORN, GRGR, DEPX, DECO, DEPS, DPAN, PRAL), with launch in March, June and July 2025 and signature through September 2025.

The largest gourde lines are agricultural equipment and accessories at 97,200,000.00 HTG (AORN), mobile money transfer services in two lots (NATCOM, DIGICEL) at 80,000,000.00 HTG (GRGR), rehabilitation of canals on irrigated perimeters (7,500 ml in 10 lots) at 75,000,000.00 HTG, rehabilitation or construction of 13 km of earth agricultural roads at 65,000,000.00 HTG, 3 million fingerlings for lake stocking at 50,000,000.00 HTG (AORN), 10 pick-up vehicles at 46,000,000.00 HTG (AORN), 39,200,600.00 HTG of chemical fertilizers (301 TC, 2 lots) under the special food security project, 25,710,000.00 HTG of poultry feed and 26,000,000.00 HTG for an inventory of fisheries resources (DPAN). CNMP a-priori control is marked Oui on the larger Treasury-financed lines (greenhouses, seeds, fertilizers, fingerlings, canals, equipment, vehicles) and Non on lines below threshold and on all donor-financed lines. Footnotes explain that similar-looking lines were registered at different times, some under a new government special food security program, and that payments for several contracts extend into the next fiscal year.
