The FAES's annual public procurement plan for fiscal year 2026-2027 lists nine contracts, all financed from the Treasury investment budget. The planned credits add up to about HTG 7.81 billion. The plan is almost entirely social assistance: HTG 2,845,000,000 to recruit an operator for cash transfers to parents of schoolchildren, vulnerable households and textile workers; HTG 1,569,117,800 of food supplies for community restaurants, served in waves on site and off site; HTG 1,297,800,000 for 360,000 school kits; HTG 1,246,160,000 for cooked-food kits (panye solidarite); and HTG 539,564,000 for hot meals from mobile canteens.
The smaller lines are HTG 230,000,000 for a provider of intensive vocational training for young people, HTG 44,000,000 for six vehicles, HTG 28,000,000 for hygiene and relief kits and HTG 15,000,000 for no-cook food kits. Most contracts are open national tenders, with launch in October 2026 and signature in December 2026; the community-restaurant and mobile-canteen contracts are planned for March to May 2027. The school kits and vehicles are marked as already under way.
