Law Creating the National Solid Waste Management Service (SNGRS)

Legislative Body of Haiti • 2017-09 • 7 pages
Summary: The law creating, organizing and governing the National Solid Waste Management Service, published in Le Moniteur Special No. 29 of 21 September 2017. It establishes the national body responsible for solid waste, a function previously dispersed between municipal authorities and ad hoc arrangements.
Full Description

This law establishes the SNGRS as the national service responsible for solid waste management in Haiti and sets its organization and operating rules. Its preamble is unusually explicit about the legal lineage it inherits: the environmental articles of the amended Constitution of 29 March 1987 (articles 61 through 84), the François Duvalier Rural Code of 1963, the law of 29 May 1963 on urban and rural planning, and the law of 28 January 1995 creating the Ministry of the Environment. Solid waste is one of the most visible public-service failures in Haitian cities and a recurring driver of flood and public-health risk, and this law is the instrument that assigns national responsibility for it. It shares its gazette issue - Le Moniteur, 172nd year, Special No. 29, Thursday 21 September 2017 - with the law organizing work in three eight-hour shifts. Note that the domain sngrs.gouv.ht has since been lost and is occupied by unrelated content, so this law and the archive are now the accessible record of the service's legal basis.
