Law Creating the Monetisation Office for Development Aid Programmes (BMPAD)
The BMPAD is the state body that monetises aid received in kind - most importantly, in the years after this law, the petroleum supplied under the PetroCaribe agreement with Venezuela, whose proceeds became the financing source for a large public investment program and later the subject of the audits that dominated Haitian public debate from 2018 onwards. This law is its enabling statute. The promulgation formula recorded on the face of the text gives the legislative history precisely: adopted by the Chamber of Deputies on 1 August 2007 and by the Senate of the Republic on 5 December 2007, then given at the National Palace on 27 December 2007, in the 204th year of Independence, over the signature of René Préval. Anyone working on PetroCaribe, on the corpus's BMPAD material, or on the accounting for petroleum-linked resources needs this text as the starting point. Published in Le Moniteur, 163rd year, No. 2, Friday 4 January 2008, as an extraordinary issue.
