Urban Risk Reduction in Haiti: Multihazard Mapping and Territorial Planning
- Frames urban disaster-risk reduction as part of territorial planning and reconstruction investment protection.
- Identifies multihazard mapping in Grand'Anse as a pilot application of the national urban-risk methodology.
- Explains PRR zoning as a planning tool that distinguishes high-risk exclusion zones, regulated moderate-risk zones and areas requiring mitigation works.
- Treats post-Matthew communal recovery plans as a first step toward longer-term communal development plans.
- Connects departmental and communal preventive-information products to governance, training and public awareness.
This deck explains how CIAT framed urban natural-risk reduction as a territorial-planning method rather than a stand-alone emergency response. It starts from the objective of protecting people, assets and reconstruction investments by anticipating natural hazards, then presents a sequence of tools: methodological guides, multihazard mapping in Grand'Anse, risk-prevention and risk-reduction plans, post-cyclone recovery plans for communes, and public information products for departments, communes and households. The presentation is especially useful for reading the post-Matthew planning material because it shows how communal recovery plans were meant to be a first step toward longer-term communal development plans, supported by PRR zoning that distinguishes non-buildable high-risk areas, regulated moderate-risk areas and areas where mitigation works could make urbanization possible.
