The model mining convention of 25 July 2014, prepared alongside the draft mining law by the taskforce of the Bureau des Mines et de l'Énergie, the Ministry of Economy and Finance, the Ministry of Environment and an international expert.
It is a fill-in template. Nobody signed it, and the parties, the deposit, the commune, the department, the exploitation permit number and the grant date are all left as blanks. The State is represented by the minister responsible for mines and the minister responsible for finance. The counterparty is described as a company with a stated share capital, a registration number, a registered office, authorised to operate under the laws of the Republic by notice of the minister responsible for commerce published in Le Moniteur.
It sets out the terms the State intended to impose on a mining operator under the reformed regime. The draft law fixes the regime; the convention fixes what a single operator would sign. The corpus already holds the draft law, and this is its operative annex.
