Haiti Community Driven Development (CDD) Project / PRODEP

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Objective

Building on the successful experience of the PCF-funded CDD pilot, the proposed project would scale-up the direct transfer of public resources to local community organizations in poor rural and peri-urban communities, by: (i) improving their access to basic social and economic infrastructure and support income-generating activities by financing small-scale investments proposed, implemented and managed by community organizations; and (ii) improving governance and building social capital of communities by increasing citizen participation and transparency in open decision-making processes. Key indicators for the project would be (i) total resources transferred to OCBs over the life of the project; (ii) change in access to basic services as a function of subprojects implemented by OCBs; (iii) cost-effectiveness of infrastructure investments, compared with traditional service delivery mechanisms, and (iv) cost-benefit of productive subprojects.

As published by World Bank Projects, in its original language.

The Community Driven Development Project for Haiti will scale-up the direct transfer of public resources to local community organizations in poor rural and peri-urban communities. The project consists of the following components: Component 1) will finance, in some 55-65 targeted communes of rural and peri-urban Haiti. It will also earmark resources for the hiring of technical assistance service providers to mobilize community organizations (OCBs) in the targeted communes and train them in preparation and subsequent execution for subproject investments. Component 2) will finance: (i) training-of trainers events in basic management, administration, accounting and financial management; (ii) periodic regional and national exchanges; (iii) workshops for MDODs and their associated field offices; (iv) training for staff in order to effectively supervise overall

project implementation; (v) various consultant services including possible preparation of future operation and assessment of ways in which the Haitian Diaspora might be mobilized; and (vi) policy dialogue to engage the Government of Haiti and other stakeholders on a medium to long-term national strategy to facilitate the mainstreaming of community-driven development. Component 3) finance incremental costs associated with project implementation.
