Multisectoral program for resilience and recovery of social services
Published title: Programme multisectoriel pour la résilience et la relance des services sociaux (PMRS)
US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.
Description
Since the assassination of President Jovenel Moïse in 2021, Haiti continues to face a multifaceted crisis éhumanitarian, political, economic and security-related. Yet 2024 saw fundamental changes: a Transitional Presidential Council (TPC) was established to govern, restore security and lead the way to elections by early 2026. The Multinational Security Support Mission (MSSM), authorised in 2023 by the UN resolution 2699 and led by Kenya, was partially deployed. However, the mission has not yet demonstrated the expected results. On the contrary, gangs have increased the share of controlled territory in Port-au-Prince. The severe deepening of the crisis in the last year and the extreme weakness of State institutions triggered the need for additional and swiftly deployed support for stabilisation and recovery

programmes to facilitate a sustainable transition, requiring the EU to mobilise additional funds from the Rapid Response Pillar. This action is based on the recognition that external aid has had limited results in Haiti for the past decades. The EU, with the participation of all its external action services (INTPA, ECHO, EEAS and FPI), has prepared an integrated action aimed at securing social stability in the Metropolitan Area of Port-au-Prince (MAPAP). The action is composed of two complementary pillars: The first pillar aims at operationalising the humanitarian, development and peace (HDP) Nexus among EU actors and among all stakeholders engaged in providing external aid in Haiti. Several cooperation mechanisms already exist in Haiti, although their scope is limited by sector of intervention or type of organisations (e.g. humanitarian clusters, sectoral tables, etc.). An external service provider, specialised in nexus operationalisation in conflict-affected environments, will connect these initiatives and ensure a joint humanitarian, development and peace analysis focusing on MAPAP, to arrive at a coordinated programming. This exercise, supported by in-depth consultations with local actors, will lay the foundation for the second pillar. The EU will further promote peacebuilding among key national and international decision makers. This component will build on the approach for Disarmament, Demobilisation, and Reintegration - Community Violence Reduction (DDR-CVR) aimed at restoring peace and stability in conflict and post-conflict settings. Discussions are ongoing among EU services on a possible additional action complementing this work by promoting peace among violence-affected populations in MAPAP. It would be especially relevant in view of the upcoming elections in Haiti (planned for 2026), to mitigate the risk of manipulation and politically induced violence. The second pillar, aims to facilitate socio-economic recovery through multisector interventions, focused on the restoration of essential infrastructure and public services, and in fine improve the quality of life for the populations. These projects would include education, health, urban development, etc. The approach will be area-based, meaning multisector, geographically focused, and driven by community needs. Projects implemented under this programme will complement ongoing activities being implemented by the EU and other partners (in terms of beneficiary targeting and/or areas of intervention) and will be aligned with national and local action plans. The projects should be flexible, as some activities will be decided during implementation phase (e.g. type of facilities to be restored). All projects should be inclusive and gender-responsive and contribute to reduce violence and discriminat
