Risk management governance for drought and extreme hydrometeorological events

Published title: Strengthening risk management governance for drought and other extreme hydrometeorological events, advancing the resilience, livelihood and food security of vulnerable communities in the Dominican Republic

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Description

According to Global Climate Risk Index 2018 the DR is one of the most vulnerable countries to climate change, occupying the 10th position, and is highly prone to drought. Agriculture and livestock sectors accounted for 78% of the total water demand, most sourced from rainwater. The below average rainfall in 2014-15 reduced basic diet vegetables yields. While land use for food production is on the rise, 10% of the territory is affected by critical soil degradation. Legal and regulatory frameworks to support the implementation of risk management strategies have not kept up with the increasing frequency/intensity of hydrometeorological events. Advances for EWS lack a drought focus and synergies amongst actors are deficient, in addition to a significant disconnect between national

more

and community level preparedness actions. The Action is multi-stakeholder and multi-level context approach based on three pillars: vulnerability and risk assessment; monitoring and early warning systems; disaster preparedness and risk mitigation measures. It seeks to promote alliances to institutionalise the governance knowledge and tools, needed to advance preparedness and resilience actions for drought and other extreme hydrometeorological events. This includes effective collaboration with sub-regional bodies, horizontal cooperation within the region, integration of existing risk knowledge, development of technical studies advancing a comprehensive approach to drought risk. A nation-wide diagnosis of the EWS data collection network will be implemented and drought situation triggers and protocols, integrating various levels of government and connected with producers and communities developed. Community resilience will be enhanced through exchange of experiences and installation of assets for climate-smart farming, as well as training participants on alternative economic activities, facilitating the installation of associative business models. Principal objective: Strengthening the risk management governance for drought and other extreme hydro meteorological events in the Dominican Republic. Specific objective: Strengthening the risk management governance, early warning and community capacities to face drought and other extreme hydro meteorological events in the Dominican Republic. Result 1: National institutions and male and female members of the National Disaster Risk Management System (Spanish: SN-PMR) have the necessary governance knowledge and tools to advance preparedness and resilience actions for drought and other extreme hydro meteorological events, through effective collaboration with sub-regional bodies. Result 2: The Drought Early Warning System is linked to sub-regional and/or regional monitoring systems, being known and utilized at national, local and community level to plan and implement preparedness actions, aimed to preserve livelihoods and food security. Result 3: Resilience of livelihoods and food security to face drought risk is strengthened in the most vulnerable and priority areas of the Dominican Republic. Estimated total number of direct beneficiaries targeted by the Action: 351.685 Individuals and 22 Organizations.
