Implementation Completion and Results Report - Electricity Loss Reduction Project

The Implementation Completion and Results Report evaluates the Haiti Electricity Loss Reduction Project, which received funding from the World Bank. The project sought to contribute to the sustainable improvement in the quality of electricity services to customers and to the strengthening of the financial and operational performance of Electricité d'Haïti (EDH). It included components such as improving EDH management systems, enhancing service quality and revenue collection, and providing technical assistance. An additional financing component was added to address cost overruns and provide management support to EDH. The project was impacted by the 2010 earthquake, which significantly disrupted implementation.

While the project achieved some successes, such as improving the percentage of customers served at least 6 hours per day, it fell short of other key objectives, including strengthening EDH's financial performance as measured by the Cash Recovery Index. The report assesses the relevance of the project's objectives, design, and implementation, as well as its efficiency and overall outcome. It also examines the performance of the Bank and the borrower, and identifies lessons learned for future projects.
