Full Description

The USAID-funded Health Leadership Project (HLP) worked to build the Government of Haiti's (GOH) capacity to lead and finance the health sector and improve planning and oversight of the health workforce. Implemented by Management Sciences for Health (MSH) in collaboration with local partners Groupe Croissance (GC) and the Centre de Formation et d’Encadrement Technique (CFET), HLP operated from May 2019 to March 2023. The project focused on increasing sustainable financing for health, improving public financial management, and enhancing governance and accountability within the health sector.

Key activities included developing Haiti's new health strategic plan (2021-2031), assessing financial management practices in health facilities, and supporting the decentralization of health services. HLP also addressed health workforce challenges by defining the special status of health workers, developing a plan to transition PEPFAR-funded personnel to the MSPP budget, and improving performance review processes. Despite facing significant challenges such as the COVID-19 pandemic, political instability, and insecurity, HLP adapted its strategies to achieve its objectives and strengthen Haiti's health system.
