USAID/Haiti Project Supporting the Efficient Management of State Resources (GERÉ) Final Report
- GERÉ supported seven partner communes to engage in domestic resource mobilization activities to increase revenues and improve public services.
- GERÉ established a local governance monitoring system (SMS-GL) in collaboration with the Ministère de l’Intérieur et des Collectivités Territoriales.
- GERÉ supported the establishment, recruitment, and training of a new audit unit in partnership with the Commission Nationale des Marchés Publics.
- GERÉ supported the COVIGILANCE effort to conduct an audit of government entities who managed the coronavirus disease 2019 (COVID-19) fund.
This final report details the activities and accomplishments of the USAID/Haiti Project Supporting the Efficient Management of State Resources (GERÉ) from February 2019 to February 2022. The project aimed to improve governance in Haiti by enhancing the ability of government entities to manage and mobilize resources, increasing citizen engagement, and improving communication and coordination across levels of government. Key results include supporting communes in domestic resource mobilization, establishing a local governance monitoring system, facilitating public hearings, improving the CIVITAX system, and strengthening anti-corruption mechanisms. The report also highlights lessons learned and recommendations for future USAID programming in Haiti.
