- APN needs a centralized collaboration platform to host regulatory tools and data.
- Improved data and information sharing is required between APN staff in Port au Prince and Cap Haitien.
- The Regulatory Information System (RIS) should include tools for port performance monitoring, tariff analysis, service contract management, and operational regulations.
- SharePoint online and on-premise options are considered for establishing the collaboration platform.
- Internet connectivity in Cap Haitien is a factor in choosing the appropriate platform.
The Cap-Haïtien Port Regulatory Strengthening Project aims to improve infrastructure and implement regulatory reforms at the Cap-Haïtien Port (CHP) through a public-private partnership. This review focuses on the Regulatory Information System (RIS) needed to support the Autorité Portuaire Nationale (APN) in its regulatory functions. The report outlines the requirements for improved data and information sharing between APN staff in Port au Prince and Cap Haitien, and recommends establishing a centralized collaboration platform to host regulatory tools such as the Port Performance Monitoring Tool, Port Authority Tariff Analysis Tool, Port Service Contracts Tool, and Port Operational Regulations Tool. The report also assesses options for on-premise and online platforms, considering internet connectivity and hardware requirements.
